Locate the folder (there may be multiple versions like BluetoothUserService_XXXXX ). In the right pane, double-click on Start .
This error is rare on Windows 11, more common on Windows 10 after updates. Microsoft has acknowledged it’s a Bluetooth stack negotiation bug — so you’re not alone.
