Over 90 minutes, Dredd and Anderson fight floor by floor, systematically dismantling her operation. Moore remains hidden in the penthouse, observing via cameras and issuing orders. She grows increasingly unhinged as her forces fail.
As a character, Hazel Moore was introduced as a new Judge, fresh out of the Academy. Her storylines often explored her struggles to adapt to the harsh realities of being a Judge in a city plagued by crime and violence.
