There is a specific tier of achievement in Ultrakill —achievements that are hidden. For example, killing a Malicious Face by shooting it in the eye with a railgun, or killing a Mindflayer in under 5 seconds. A legitimate 100% save has these achievements unlocked on the Steam profile, which a file transfer alone often does not provide (achievements are server-side, save files are local).

Avoid: Random adfly links or "100% Save Generator" websites. They are almost always scams.
