Even if you manage to clear the moisture, you cannot refill the vacuum or replace the Argon gas. The window will still have lost its insulating value (R-value), and the fog will likely return within a year.

However, if your windows are foggy between the panes, you are fighting a losing battle by trying to reseal the glass. In that case, your best bet is to replace the insulated glass unit to restore your home's thermal barrier.
