Once you are done troubleshooting, repeat these steps and uncheck the "Safe boot" box, then restart your computer.

Use this if you want your laptop to boot into Safe Mode until you change it back. Press Windows key + R , type msconfig , and press Enter. Go to the Boot tab. Check the Safe boot box under "Boot options." Click OK and restart.
