It seems like with every Windows update, the Snipping Tool plays a game of musical chairs. Is it a legacy app? Is it a modern UWP app? Is it hidden inside the Notifications center? Nobody knows.
Great tool, terrible hide-and-seek skills. Microsoft, please just pin this to the taskbar by default so I can stop losing my mind.
