Write-Up: ODSP Eligibility Requirements The Ontario Disability Support Program (ODSP) provides financial assistance and health benefits to residents of Ontario who have a substantial mental or physical disability. To qualify, applicants must meet a three-part test: medical , financial , and residential/legal requirements. 1. Residency & Legal Status (Basic Requirements) You must meet all of the following:
Live in Ontario (on a permanent basis). Be at least 18 years old . Be a Canadian citizen , a Permanent Resident , a Refugee (Convention Refugee or Protected Person), or have applied for status under the Immigration and Refugee Protection Act (some exceptions apply). Not be in prison or a correctional facility (short-term absences may be considered).
2. Medical Definition of “Disability” (The Health Test) ODSP uses a strict legal definition from the Ontario Disability Support Program Act . You are considered a person with a disability if:

The restriction is not likely to improve (or improvement is expected only with lengthy, ongoing treatment).
Key points:
A doctor or psychologist must complete an Health Status Report (HSR) form. The disability does not need to be visible (e.g., chronic pain, severe anxiety, learning disabilities, and episodic disabilities like multiple sclerosis or lupus can qualify). Having a disability does not automatically guarantee approval – the functional limitation must be severe.

Most income is deducted dollar-for-dollar after a small monthly exemption. Earned income (from work): First $200/month exempt; plus $100 of the next $200 exempt. Above that, 75% of earnings are deducted. Unearned income (gifts, child support, some pensions): Exemptions vary; most unearned income reduces ODSP dollar-for-dollar. No exemption for certain benefits like CPP Disability or EI – these are deducted fully. Residency & Legal Status (Basic Requirements) You must
