The game uses Unreal Engine 4, but the visuals feel dated even for 2018. The city is functional but bland—identical building assets, empty streets with little pedestrian life, and basic weather effects. Vehicle models are decent, but character animations are stiff (suspects raise hands robotically, arrest animations look awkward). Day/night cycle works, but lighting is flat.
